This is where you can levy wages to earn gold. You can collect gold 10 times a day, with a cooldown time of 10 minutes each. The Red Cool Down bar is activated if you levy 6 times, however if you wait for cool down bar to drop to 0 you can levy again. Collecting gold lowers your town's Popularity by one point each time. Praying at the Sanctuary increases Popularity.
Imposing is your last resort of gaining gold if you have used all your collect wages. Imposing lowers one popularity as usual and uses 2 diamonds or Cash Gift at first.
100 Popularity gives +20% gold
lvl 100 Finance Hall gives +35% gold
lvl x Alliance tech gives you 2x% gold
For optimal increase on your gold levied, use the following upgrade order:

Upgrade all of your Dwelling to lv30, after that upgrade your Finance Hall to lv20.
Upgrade all of your Dwelling to lv35, after that upgrade your Finance Hall to lv25.
